I read some marine and even fountain pen forums where it was discussed. My conclusion is that it does NOT fuse anything, but might fill small cracks enough to resist water intrusion.

I have used it to seal stress cracks in the fiberglass on the boat. These were not leaking, just a problem cleaning. It seemed to work okay. Others in the Commander Club are firm believers. My take is that it beats trying to vee and fill. It may seal cracks but mostly it makes you happy if you think it makes you happy.

Great, CC. I like things that make me think I am happy (so long as they are legal or, at least, non- addictive)
