What does the owners manual say. That is the only thing to trust for an answer.

From Wiki.Answers:
you can tow your 2002 vw beetle behind your motor home on a car dolly with the front tires off the ground which is the best way to tow it since it is a front wheel drive car, however you you decide to tow it with all wheels on the ground the you would neet to have a flueid pump installed on the transmition otherwise you stand a big chance of burning up your trans because there is no fluids being pumed. consult you local motor hme dealer and they can order the parts that you need to pull the beetle on all four wheels.

We tow a 2003 VW Golf, four wheels down. It's a manual and weights 2500 lbs.

Click on "Application Charts" and you'll find compatibility guides for about every make/model car you can come up with, including what (if any) extra equipment you need for 4-down towing. Of course Remco will also offer to sell you the aforementioned parts, but that's not required to use the guide.
