I'd go with the conservative 1, off,off, off. I agree. The voltages look about right. Since you are running the 6v in series there should be no need for the equalization cycle, both batteries see the same current. In parallel, one can pull more current than the other. If you had limited solar exposure and needed shorter charge times you might want more voltage but the standard cycle should work well.
