Some RVs have a bypass loop which allows use of the system without using the the hot water tank. It is usually used when winterizing to circulate antifreeze through the hot water system without having to fill the water heater tank with antifreeze. This bypass may still be open, allowing cold water to bypass the hot water in the tank. The bypass valves could be almost anywhere. Often near the hot water tank itself, but may be located upstream near the water supply area.... 9708-M0037-37MM-01 "98" Monarch 37 Spartan MM, 6 spd Allison Cummins 8.3 325+ hp

If using electric element for the tank, it probably is toast now.

Most HW tanks have an over temp trip that prevents element burn out; this may have to be reset.
