If you block the vacuum side of the pump and it will pull a good vacuum but will not shut off, probably does not have a switch or vacuum sensor switch. Pumps, depending on their application may or may not have sensors or switches. I had to add a switch for my electric vacuum pump.I did make a mistake of using a switch with a high vacuum turn off and when I drive to the higher elevations the pump will continue to run. There should be one piece of tubing that went from the old venturi generator to the vacuum reservoir. Probably would be a good idea to replace as much of the vacuum tubing as you could. As each pump is different, it would be hard to make direct comments that may be correct for your pump and application, but hope these comments help spme.
