I am not so sure what this:

FMVSS-108 and CMVSS-108 DOT

means, but I purchased my LED headlights from Gillig in Heyward CA.

This Amazon offering is for one of the low beam lights of a 4 light system (separate low and high lights). I bought my pair of low beam lights on ebay for $350/free shipping:
