Is the issue that the water heater won't light on propane or won't operate on 120VAC?

If propane (and I'm assuming other gas appliances work normally), check the external HW heater compartment; many have a fuse on the control panel.

However, there are two protection devices on the HW heater tank itself, accessible from the outside. One is the thermostat and the other is an overheat protection device, basically a fusible link. If the heater has been overheated, this will blow, and must be replaced. This is typically sold with a thermostat, for around $30. These can be checked for continuity with an ohmmeter; both should show 0 resistance.

If the problem is on 120VAC (generally an add-on such as the Hot Rod - look to see if there's a mysterious plug inthe tank drain with wires coming out of it) there's a thermal switch on the tank, and this can be reset, and it's usually inside.
