If you remove the cap/dipstick and read immediately, it will likely read low. So, either leave it loose for a few seconds or go ahead and wipe it off, even though it is unnecessary.

If you look at it on first removal, it could read way lower. Probably due to trapped air in the filler tube or Coriolis effect or something.
